Start with the Parma Heights paperwork and filing route
Parma Heights Mayor’s Court is held in the Council Chambers at City Hall, 6281 Pearl Road. The city says the citation ordinarily shows whether an appearance is required and that not-guilty and no-contest pleas require a personal appearance. The court date should not be ignored while you are deciding whether to contest the charge, seek counsel or address a license issue.
Parma Heights separately directs school-zone photo-enforcement citations—including hearing requests—to Parma Municipal Court. I identify whether the client received a criminal or traffic citation, a camera notice or another filing before discussing the procedure. Treating those documents as interchangeable can send a person to the wrong forum.
Ohio mayor’s courts are not courts of record and have limited statutory authority. Parma Municipal Court has territorial jurisdiction over Parma Heights. A charge outside Mayor’s Court authority must be transferred, and another matter within its authority may be transferred before final disposition. The current citation, plea posture and court notice determine the immediate next step.

The city states that not-guilty and no-contest pleas require personal appearance. Do not assume that an online payment option, a call to the clerk or hiring an attorney excuses a listed appearance unless that has been confirmed for the specific case.
School-zone camera notices use a different process
Parma Heights directs questions and hearing requests concerning its school-zone speed-camera citations to Parma Municipal Court. The notice itself should be reviewed before applying the procedure used for an ordinary Mayor’s Court traffic ticket.
OVI and DUI charges require a jurisdiction check
Mayor’s-court authority over an OVI allegation can depend on qualifying prior history. I review the citation, prior record, refusal or test allegation, BMV paperwork and pending license deadlines along with the court route.
Some charges proceed in Parma Municipal Court
Parma Municipal Court is the court of record for this territory. Transferred or excluded lower-court matters may proceed there, and a felony allegation may begin there before a continuing prosecution proceeds in Cuyahoga County Common Pleas Court.
Evidence to preserve now
Keep the citation, court notices, proof of insurance for the incident date, BMV forms, photographs, dash-camera or phone video, messages, receipts and witness information. Do not alter or post potentially relevant material.
What to have ready when you call
